Development of Engineering Education at Mulawarman University
 
 
The development of engineering education began with the early establishment of UNMUL, which created the Faculty of Mining in Balikpapan, based on the Decree of the Minister of Education and Science No. 130 of 1962, dated September 28, and officially ratified by Presidential Decree No. 65 of 1963. Over time, the faculty was closed due to coordination challenges and limited resources. Efforts to revive engineering education resumed in the 1990s, when it was reintroduced into UNMUL’s Development Plan and Strategic Plan. One key step was preparing qualified engineering teaching staff. In 1995, several civil servant lecturers were recruited, including:

  • Ir. Masayu Widiastuti
  • Muhammad Dahlan Balfas, S.T.
  • Ir. Sakdillah
  • Ir. Agustinus Sallo
  • Ir. Harjuni
  • Ir. Adi Uzaimi Winaswangusti
Further recruitment was carried out through the Karyasiswa Program. In 1998, three Karyasiswa were admitted in the first batch, followed by eleven in the second batch in 1999. Efforts to open engineering study programs were led by a Feasibility Study Team chaired by Ir. Dharma Widada, M.T. The initial proposal focused on establishing a vocational Diploma 3 Mining Engineering program. This proposal was submitted to the Directorate General of Higher Education, Ministry of National Education, using a resource-sharing approach and collaboration with local government and mining industries in East Kalimantan.
 
These efforts resulted in the issuance of Decree No. 147/DIKTI/Kep/1999 dated April 19, 1999, approving the establishment of the D3 Mining Engineering program. To manage the program, an Implementation Unit was formed based on Rector’s Decree No. 145/KP/1999 dated July 15, 1999, with the following structure:
  • Head: Ir. Dharma Widada, M.T.
  • Vice Head for Academic Affairs: Muhammad Dahlan Balfas, S.T.
  • Vice Head for Administration and Finance: Ir. Agustinus Sallo.
  • Vice Head for Student Affairs: Ir. Masayu Widiastuti.
Further development expanded into undergraduate academic programs. In 2003, proposals were submitted for Civil Engineering, Industrial Engineering, and Mining Engineering programs. Approval was granted through Decree No. 1192/D/T/2003 dated June 11, 2003. The management structure at that time was:

  • Vice Head for Academic Affairs: Muhammad Dahlan Balfas, S.T., M.T.
  • Vice Head for Administration and Finance: Fatkhul Hani Rumawan, S.T., M.T.
  • Vice Head for Student Affairs: Fachriza Noor Abdi, S.T., M.T.
 
In 2004, the Environmental Engineering program was established under Decree No. 2051/D/T/2004 dated June 11. As part of organizational development, the Implementation Unit was upgraded to the Faculty of Engineering, in accordance with the Directorate General of Higher Education's No. 2880/D/T/2007 and the Rector’s Decree No. 397/DT/2007.
 
The leadership structure at that time was:
  • Dean: Ir. H. Dharma Widada, M.T.
  • Vice Dean for Academic Affairs: Muhammad Dahlan Balfas, S.T., M.T.
  • Vice Dean for Administration and Finance: Fatkhul Hani Rumawan, S.T., M.T.
  • Vice Dean for Student Affairs: Fachriza Noor Abdi, S.T., M.T.
 
In 2014, several programs received operational permits through Ministerial Decree No. 313/E/O/2014, including Geological Engineering, Electrical Engineering, Architecture, Mechanical Engineering, D3 Petro and Oleochemical Engineering, and D3 Surveying and Mapping. In 2019, the Professional Engineer Program was officially established by Ministerial Decree No. 227/KPT/I/2019, in accordance with Law No. 11 of 2014 on Engineering. This was further supported by Ministerial Regulation No. 35 of 2016.
 
 
In 2020, the Rector issued Regulation No. 1, which concerns the integration of Computer Science, Informatics Engineering, and Information Systems programs. The Faculty continues to develop facilities, including 13 laboratories and workshops:
  • Civil Engineering Laboratory
  • Chemical Engineering Laboratory
  • Electrical Engineering Laboratory
  • Mechanical Engineering Workshop
  • Industrial Technology Laboratory
  • Mineral and Coal Technology Laboratory
  • Environmental Technology Laboratory
  • Geology and Survey Laboratory
  • Computation and Programming Laboratory
  • Internet Applications Laboratory
  • Robotics and Multimedia Laboratory
  • Architecture Studio
  • Integrated Laboratory

 

Supporting units have also been established to ensure transparency, accountability, and efficiency:

  • Library
  • Information Technology and Public Relations Division
  • Quality Assurance Unit
  • Tropical Engineering Unit
